Enterprise for Pro-Poor Growth Case Studies, ILO, Sri Lanka 2005-9

    Enterprise for Pro-poor Growth, or Enter-Growth for short, is a project of the International Labour Organisation (ILO), the Swedish International Development Agency (Sida), and the Ministry of Enterprise Development and Investment Promotion. Its goal is to contribute to pro-poor economic growth and quality employment for women and men, through an integrated programme for development of micro and small enterprises that targets two provinces with a high incidence of poverty (North-West and North-Central); that addresses issues at the national level that will enhance impact in the provinces; and that transfers lessons learnt to the national policy level as well as other parts of the country.

    This entry includes cases studies from the project, as below:

    - "Improving the local business environment through dialogue: a story from Sri Lanka"
    This report describes the project's work to improve the local business environment through facilitating public private dialogue at various levels and this strategy's early results and challenges. This case was prepared for the Asia Consultative Conference on Creating Better Business Environments for Enterprise Development, 29 Nov - 1 Dec, Bangkok.

    - Case Study of the Palama Forum Theatre Project for Enterprise Culture
    This case study has been written partly as a learning tool to tell the story of Palama as it unfolded, and partly as an overall assessment and consolidation of the numerous evaluation processes which the Palama campaign has incorporated. This first part of the case study explores the intentions and underlying purposes of Palama. The second part of this case study looks at the extent to which Forum Theatre has been an appropriate strategic choice in order to meet the overall intentions of the Palama campaign and the tactical realities of making the project happen.

    - SIYB Sri Lanka Association Case study
    The Start and Improve Your Business (SIYB) program of the International Labour Organization (ILO) is a business management training program with a worldwide outreach. Its overall goal is to contribute to economic growth and the creation of employment opportunities by building capacities of partner organizations in the field of enterprise development. In Sri Lanka, the program was first piloted in two Southern districts in 2000. After this pilot phase, a 3 year national SIYB project started in 2002 to implement the program country wide. During that time, the SIYB program has been disseminated to 37 partner organizations (POs), BDS providers from either public or private sector island wide. Together, these partner organizations have trained more than 12,000 men and women in Generate Your Business (GYB), Start Your Business (SYB) and Improve Your Business (IYB). This case study describes in detail the process of setting up the SIYB Association, from the first conceptual stage to today. The study focuses on the SIYB program achievements, as well as on challenges which the Association has faced in its four-year existence.

    It also includes the case study of the whole programme by Sarah Barlow, December 2009, based on the findings of the final evaluation. A summary of Sarah Barlow's final evaluation in French, from the series 'L'Actualité des services aux entreprises', is also available on the right hand side.
