Leather Subsector Market Development Design and Piloting, EDA India 2005

    Description
    This entry contains EDA's original design document and a case study (new) on EDA's design and piloting process. The focus of this case study is the decision-making process that led EDA from pages of information on the leather subsector and supply and demand for related business development services (BDS) to identifying and supporting the creation of service business models that help leather microentrepreneurs access new markets and enhance incomes and profits. The case study describes the links between the market assessment (MA) findings, the project design, the pilot implementation, subsequent adjustments,and continuing challenges.

    EDA used information collected and analysed to design a program that would develop the business services market for the leather sub-sector and enable artisans involved in making leather sandals and other leather goods to obtain services that would help them increase their incomes and ensure the growth of their enterprises. EDA's report and the case study document how the MA findings were used to develop the BDS market and progress to date.

    The services artisans wanted most were training and technical assistance, market links and information, and technology for better designs and new products. EDA looked at the availability of private sector providers as well as artisan acceptance of them, the potential for increased revenue and profit resulting from service use, and the sustainability and practicality of the delivery models to determine the appropriate means of delivering services. To attract providers and help them understand the market potential of BDS, EDA would facilitate business plan development to help them understand viability, profitability, and competition.

    MA information on service quality and features helped EDA determine the capacity building needs of providers, the kinds of products artisans in different villages desired, methods for delivering them, how to price them based on skill levels, and payment mechanisms.

    Using the MA results to test the delivery of services, EDA helped private providers design and deliver 3 training programs based on artisan expectations and then used participant feedback to further improve them. EDA used MA information and additional interviews with providers to explore ways of promoting the use of business services, of providing them more effectively and competitively, and of increasing the outreach of services to more artisans and of market agents (brokers) by encouraging them to buy from more artisans in more villages and to sell a wider range of leather goods.
